Teens Arrested After Stealing from Parked Car

Richmond Police say they charged an 18-year-old and a 16-year-old male with theft after they were caught stealing items from a car parked at the Whiskey Barrel on East Main Street. Three men saw the teens breaking into the car Thursday and went after them when they ran away. The men
